The WA government in conjunction with Department of Planning and Infrastructure (DPI) will require all recreational boat owners and drivers of vessels with an engine capacity over 6 hp (4.5kwp) to hold a Recreational Skippers Ticket (RST) by April 1st 2008. If you are between the ages of 14 and 25 you must hold an RST before you next skipper an RST vessel.
The RST is based on a set of marine safety competencies that have been agreed on nationally.
The assessment of these competencies is run in two sections, theory and practical. Depending on your prior qualification or existing experience you may be exempt from all or part of the assessment.

The multiple choice question paper assesses knowledge and understanding relating to:
• Boat maintenance • Safety equipment requirements for recreational boats • Trip planning • Collision avoidance • Marine signage • Navigation lights • Distress signals and response to distress situations • Marine Rules and regulations
Candidates will have 60 minutes to complete their multiple choice questions and must have at least an 80% pass mark.

You will be assessed on your ability to handle a boat by requiring you to plan, prepare and participate in a powerboat trip. The practical assessment will consist of eleven tasks that would take about 45 minutes to assess.
In order to pass the applicant must successfully demonstrate competence in all tasks that include;
• Operate within the rules and regulations; • Check the conditions of a vessel’s berthing apparatus • Conducting a safety briefing for all on board • Start the motor safely • Logging a voyage plan • Departing a berth safely • Retrieving a simulated ‘man overboard’ • Returning a vessel to a fixed location using transits • Performing a controlled stop • Returning to a berth and securing a vessel • Logging off. |
Assessment Options
To work out which assessment option is relevant to you, you will need to work out if you are exempt from any part of the program.
Who is exempt?
If you currently hold one of the following qualifications you won’t be required to undergo RST assessment.
- A commercial marine qualification (not engineering);
- A current boat operator’s certificate issued by another state.
- A state, national or international certificate listed on the DPI RST website http://www.dpi.wa.gov.au/imarine/recboating

Full Assessment
Includes both a theory and practical component.
Theory Component – Includes an hour revision session with the assessor followed by a 30 question multiple choice assessment. Workbooks to help you advice for the theory assessment are available at the Training office (or DPI) free of charge.
Practical Component - which is conducted 1 on 1 will take about 60 minutes and requires you to skipper a vessel through three sections.
Section 1 – tasks you would complete prior to departure
Section 2 – tasks involving departing and a variety of tasks on the voyage
Section 3 – tasks that you would complete upon your return to a berth.
Options
Option 1 (Boat supplied): Theory Assessment Program (2 hours) + 1 hour practical assessment including use of a RIB.
Cost: Members $150
NB: Due to the one on one nature the practical assessment component of these programs will be run on an appointment basis.
Option 3 Training Course: This 12 hour program will provide you with the necessary skills and knowledge to successfully complete the tasks required for both the theory and practical assessments of the Recreational Skippers Ticket.
Cost: Members $220; Non members $260
Option 4 Training Course: This 24 hour program covers the competencies and assessments of the RST and the competencies of the Yachting Australia qualification “National Powerboat Handling Certificate”. In addition to the competencies of the RST, students will learn about:
- Charts and maps
- Environmental impacts
- Launching and retrieving a boat from a trailer
- Maintenance for owners of hull and boat trailer
- Nautical terminology
- Operating in poor visibility
- Protective clothing
- Rope work and knots
- Sea search and rescue procedures
- Vessel design and construction types
- Vessel stability
